To start this hot and spicy chili South of the border style meatloaf recipe, you will want to take out a large cooking skillet, and heat up the extra virgin olive oil on medium low heat. Next step is to add in the garlic and red onion, saute them until the are tender, soft, and juicy. Do avoid browning them.
